The UK-based company "Crossrail International" (CI), affiliated with the Ministry of Transport of the United Kingdom, worked as the financing strategic advisor for the high-capacity public transport “UB Metro” project in 2025. The company provided guidance and oversight on tender documentation and professional activities to support the attraction of foreign investment and financing for the UB Metro project.
From March 27 to 29, 2025, under the leadership of the CI’s consultants Patrick TenHave and Alistair Thomson, Pak Yun-Chul, Director of "Dohwa Engineering"- UB Metro PMC, and U. Baatar, Director of the “Integrated Project Implementation Unit,” a three-day workshop was held to standardize and review the project’s tender documentation, align it with the Mongolian legal framework, involve major international companies, and facilitate project financing.
In addition, the CI’s CEO Paul Dyson, Consultant and Expert Advisor Patrick TenHave, and TOD expert Ian Lindsay attended and participated in the “Mongolian Economic Forum” in July 2025.
During this particular business plan, they also delivered a lecture titled “Mega Project Management: Risk and Success” for specialists from the Ulaanbaatar City Mayor’s Office and its affiliated organizations.
Within the framework of "Transit-Oriented Development (TOD)", Patrick TenHave and Ian Lindsay conducted site surveys along the metro line and held meetings with local developers, to understand market appetite in Ulaanbaatar. As a result, they provided key guidance on TOD to specialists of the IPIU and Dohwa Engineering.
Crossrail International (CI) successfully completed and commissioned the Elizabeth Line of the London Underground in May 2022.
